Recommended Method

Open the .HEIC directly in GIMP, edit it as a normal raster image, and use Export As to create a new .HEIC. Use a GIMP installation whose libheif dependency includes HEVC decoding and encoding.

GIMP officially supports HEIC import and export using libheif. HEIC images can be edited as normal raster content and exported again with configurable compression and bit depth. Layers and fonts are not normally applicable to HEIC image files, and exact preservation of every HEIC property or transparency behavior is not guaranteed.
